Attention Verizon and Windstream Customers! Make YOUR Petition for Broadband Count! |
In order to deploy broadband in rural areas, Act 183 requires local telephone companies to provide high-speed access by 2015 or sooner if there is a sufficient demand for it. By completing the attached Bona Fide Retail Request (BFRR) form, you can request that high speed Internet service be provided to you and your Carrier Serving Area (CSA) as soon as possible. Once the telephone company receives 50 requests or 25% of the lines within the CSA, whichever is less, the company will notify those customers who applied through the BFRR process. The company will provide the price and terms of the high-speed internet service and will have one year to make the service available.

Why am I being asked to send this form to the Potter County Education Council instead of the phone company?
The Potter County Education Council, working with the PA eCommerce Association, is providing demand aggregation services under a Broadband Outreach and Aggregation Fund grant administered through the PA Department of Community and Economic Development to assist communities in completing the BFRR process. Sending this form directly to us allows us to:
- Retain a copy so to assure that no BFRR forms are lost.
- Certify the date the form was delivered to the phone company.
- Confirm the number of BFRR forms received from any particular community.
- Monitor phone company compliance with the terms of the BFRR program.
- Assist in the Commonwealth’s efforts to map demand for broadband services.
