Sixty-two organizations in 44 states and the District of Columbia will receive a total of $3.5 billion in tax credit allocations through the second competitive round of the New Markets Tax Credit (NMTC) Program, the Treasury Department recently announced. Several of the selected organizations have a national market perspective. All but six states - Kansas, New Mexico, North Dakota, Oklahoma, West Virginia and Wyoming - were associated with at least one 2004 national or statewide NMTC allocatee. PA e-Commerce Association The Department of the Navy is soliciting proposals to develop hardware and software technologies that can identify and integrate informational content from multimedia products. This program addresses current warfighter functionality shortfalls in information integration resulting from limitations in technology. Awards ranging from $150,000 to 600,000 per year are anticipated. Applicants may request a project period of 1-3 years that includes a base period of 12 months with one or two one-year options. All responsible sources are eligible to submit proposals, which are due June 30, 2004. Major task areas include the development, testing and evaluation of (1) advanced materials, (2) sensors and actuators and (3) applications engineering and systems. One award is anticipated. The project period will be 12 months, plus four one-year option periods. More information is available at: The Defense Advanced Research Projects Agency is seeking sources to develop a robotic system with mapping and tactile sensor integration, high efficiency actuators or effectors, joints, software control systems and operator interfaces. The system may eventually be operated in semi-autonomous or autonomous mode. Sources must be capable of receiving and storing classified material as well as fabricating and testing a classified system whose components may be unclassified. No contract will be awarded from this announcement. Responses are due May 27, 2004. Research and development is sought in six topic areas: 1) cross-domain attack correlation technologies, 2) real-time malicious code identification, 3) alternatives to Cl2 in municipal water purification, 4) wide-area TIC neutralization, 5) innovative techniques for concealed weapons or explosive detection at a distance, and 6) improved and innovative cooling garments for emergency responders. Awards will not exceed $100,000 for a period of six months or less. Proposals may be submitted between June 14 and July 14 of 2004. Drucker Graduate School of Management at Claremont Graduate University ( Calif.) is accepting applications for the Peter F. Drucker Award for Nonprofit Innovation. This award is given to a nonprofit organization in recognition of an innovative, existing program that has made a difference in the lives of the people it serves. The award is accompanied by a first place prize of $20,000 and two runners-up prizes of $2,500. Nonprofit organizations based in the U.S. must have been launched no earlier than January 1, 2000, to be eligible. Applications are due Aug. 3, 2004.
