Federal Funding Opportunities

Department of Agriculture (USDA)
The Rural Business-Cooperative Service (RBS) announces the availability of $23 million in competitive grant funds for FY 2003 to purchase renewable energy systems and make energy improvements for agricultural producers and rural small businesses. In order to be eligible for grant funds, the agricultural producer or rural small business must demonstrate financial need. The grant request must not exceed 25 percent of the eligible project costs. Applications for renewable energy systems must be for a minimum grant request of $10,000, but no more than $500,000. Applications for energy efficiency improvements must be for a minimum grant request of $10,000, but no more than $250,000. An eligible applicant must be an agricultural producer or rural small business. Individual applicants must be citizens of the U.S. or reside in the U.S. after being legally admitted for permanent residence. All applications are due by June 6, 2003. RBS also announces the availability of grants of up to $50,000 per application from the Rural Business Opportunity Grant (RBOG) Program for FY 2003. For multi-state projects, grant funds of up to $150,000 will be available on a competitive basis. The primary objective of the program is to improve the economic conditions of rural areas. Assistance provided to rural areas under this program may include technical assistance for business development and economic development planning. A total of $993,500 of non-earmarked funds is available for the RBOG Program for FY 2003. To ensure that a broad range of communities have the opportunity to benefit from the available funds, no grant will exceed $50,000, unless it is a multi-state project where funds may not exceed $150,000. A total of $1.987 million has been earmarked for Native Americans and Empowerment Zones, Enterprise Communities, and Rural Economic Area Partnerships. Applications are due June 2, 2003. Department of Commerce
The Economic Development Administration invites proposals for economic development projects that seek to enhance regional competitiveness and support long-term development of the regional economy. Proposals in technology-led economic development should reflect the important role of R&D capacity of universities in regional development; and create and support technology transfers. A total of $288.12 million has been appropriated for this program in FY 2003. For the program's research and evaluation component, approximately $496,750 is available. The average funding level for an investment of this component in FY 2002 was $105,000. Eligible recipients of EDA financial assistance are defined at 13 CFR 300.2 and eligible applicants are specified at 13 CFR 301.1. To apply for an award under this notice, eligible recipients must submit a pre-application proposal to the appropriate Economic Development Representative for their area or regional office. Proposals are accepted on a continuing basis, and applications are invited and processed as received. Department of Defense (DoD)
The U.S. Army Natick Soldier Systems Center (NSC) has issued a Broad Agency Announcement (BAA) identifying 10 concept areas for research or exploratory development. Two of the areas include combat ration R&D and warrior systems technologies. Full and open competition is encouraged. This BAA will remain open continuously through March 31, 2005. The Army announces its intention to create and sponsor a university-led center to develop flexible display science and technology (S&T) solutions for the Army Transformation. The intent of the center is to establish a core capability to address the S&T for the development of flexible displays in a pre-competitive environment. The Army is requesting information on capabilities in flexible displays and related technologies to include: substrates and barrier coatings, backplane electronics, electro-optic devices, packaging and testing, and production/manufacturing. The goal is to research, develop and manufacture flexible displays in limited numbers, producing 4- to 6-inch displays along with performing the applied R&D to achieve larger display sizes. Because this technology has significant dual-use potential, industry participants will have the opportunity to invest dollars in and provide personnel to the center; industrial companies would have levels of engagement in the center based on the level of individual co-investment. The U.S. Air Force Rome Laboratory (AFRL), acting as the contracting agent for the Intelligence Community's Advanced Research and Development Activity (ARDA), is issuing a BAA to solicit research proposals addressing innovative solutions to cyber-defense for the Intelligence Community's (IC) information infrastructure. Research is sought in two areas: (1) Advanced Information Assurance Situational Awareness; and (2) Cyber Indications and Warning. The total funding for this BAA is approximately $9 million, including $5 million for Phase I. Individual awards are expected to range from $500,000 to $1.5 million, with a possible option year award bringing the total to more than $2 million. The government anticipates awarding four contracts having a base period of 18 months. All responsible firms may submit a proposal. Teaming among industry, independent research centers and academia is encouraged. This BAA will remain open for three years after the publishing date. The AFRL Rome Research Site is soliciting white papers for innovative approaches in the area of information and sensor data analysis technology and associated sensors that will overcome deficiencies and enhance capabilities in existing and planned systems that support law enforcement and corrections efforts and the National Law Enforcement and Corrections Technology Center - Northeast (NLECTC-NE). The total funding for this initiative is approximately $49.4 million, broken out by fiscal year as follows: FY03 - $7.4M; FY04 - $8.4M; FY05 - $8.4M; FY06 - $8.4M; FY07 - $8.4M; and FY08 - $8.4M. The government anticipates awarding 25-35 contracts. Individual awards will not normally exceed 60 months with dollar amounts ranging from $100,000 to $2 million per year. The Office of Naval Research (ONR) has a requirement for the investigation of R&D issues related to software and systems interoperability of secure Commercially Off The Shelf (COTS) technologies. ONR is seeking potential offerors who can provide responses concerning software engineering and vulnerability derived from a case study focusing on integration and interoperability of security COTS systems. ONR anticipates awarding a Firm Fixed Price Task Order. The award will provide for a 7-month period of performance. EDA National Conference Set to Tackle Economic Development Issues
More than 1,000 economic development professionals, business and government leaders, nonprofit organization representatives and university officials from across the U.S. will come together when the Economic Development Administration (EDA) holds its national conference on May 6-9, 2003.

Overseen by the U.S. Department of Commerce, EDA serves to generate and retain high-skill, high-wage jobs in economically distressed areas of the nation. Its conference, Engines of Economic Growth for the 21st Century, is expected to provide participants the opportunity to discuss market-based strategies to compete in a global economy. Participants also can look to discuss economic development as it relates to "the Administration’s highest priority issues — winning the war on terrorism, protecting Americans here at home, and restoring robust economic growth."

Twenty-five speakers will make presentations at EDA's conference, to be held at the Omni Shoreham Hotel in Washington D.C.
