Federal Funding Opportunities Department of Agriculture (USDA) RBS also announces the availability of grants of up to $50,000 per application from the Rural Business Opportunity Grant (RBOG) Program for FY 2003. For multi-state projects, grant funds of up to $150,000 will be available on a competitive basis. The primary objective of the program is to improve the economic conditions of rural areas. Assistance provided to rural areas under this program may include technical assistance for business development and economic development planning. A total of $993,500 of non-earmarked funds is available for the RBOG Program for FY 2003. To ensure that a broad range of communities have the opportunity to benefit from the available funds, no grant will exceed $50,000, unless it is a multi-state project where funds may not exceed $150,000. A total of $1.987 million has been earmarked for Native Americans and Empowerment Zones, Enterprise Communities, and Rural Economic Area Partnerships. Applications are due June 2, 2003. The intent of the center is to establish a core capability to address the S&T for the development of flexible displays in a pre-competitive environment. The Army is requesting information on capabilities in flexible displays and related technologies to include: substrates and barrier coatings, backplane electronics, electro-optic devices, packaging and testing, and production/manufacturing. The goal is to research, develop and manufacture flexible displays in limited numbers, producing 4- to 6-inch displays along with performing the applied R&D to achieve larger display sizes. Because this technology has significant dual-use potential, industry participants will have the opportunity to invest dollars in and provide personnel to the center; industrial companies would have levels of engagement in the center based on the level of individual co-investment. Laboratory (AFRL), acting as the contracting agent for the Intelligence
Community's Advanced Research and Development Activity (ARDA), is issuing
a BAA to solicit research proposals addressing innovative solutions
to cyber-defense for the Intelligence Community's (IC) information infrastructure.
Research is sought in two areas: (1) Advanced Information Assurance Situational
Awareness; and (2) Cyber Indications and Warning. The total funding for
this BAA is approximately $9 million, including $5 million for Phase I.
Individual awards are expected to range from $500,000 to $1.5 million,
with a possible option year award bringing the total to more than $2 million.
The government anticipates awarding four contracts having a base period
of 18 months. All responsible firms may submit a proposal. Teaming among
industry, independent research centers and academia is encouraged. This
BAA will remain open for three years after the publishing date. The first
round deadline is 45 days from the BAA's publication date, which was April

Site is soliciting white papers for innovative approaches in the area of
information and sensor data analysis technology and associated sensors
that will overcome deficiencies and enhance capabilities in existing and
planned systems that support law enforcement and corrections efforts and
the National Law Enforcement and Corrections Technology Center - Northeast
(NLECTC-NE). The total funding for this initiative is approximately $49.4
million, broken out by fiscal year as follows: FY03 - $7.4M; FY04 - $8.4M;
FY05 - $8.4M; FY06 - $8.4M; FY07 - $8.4M; and FY08 - $8.4M. The government
anticipates awarding 25-35 contracts. Individual awards will not normally
exceed 60 months with dollar amounts ranging from $100,000 to $2 million

are due May 3, 2003. Conference Set to Tackle Economic Development Issues Overseen by the U.S. Department of Commerce, EDA serves to generate and retain high-skill, high-wage jobs in economically distressed areas of the nation. Its conference, Engines of Economic Growth for the 21st Century, is expected to provide participants the opportunity to discuss market-based strategies to compete in a global economy.
