Broadband Freedom
For Pennsylvania to be a leader in the
technological innovation, policymakers must ensure that
our communications networks remain competitive—without
being thwarted by unnecessary regulation. This is
especially true for products that benefit consumers and
businesses, such as Voice over Internet Protocol (VoIP)
technology, which allows consumers to make phone calls
using broadband lines.
The Pennsylvania eCommerce Association commends Sen. Rob
Wonderling, Sen. Connie Williams and their 18 cosponsors
for authoring Senate Bill 1000, the Voice over Internet
Freedom Act, which will ensure VoIP service remains
free of regulation in Pennsylvania.
Pennsylvania's regional competitors - including Maryland,
Delaware, Virginia and New Jersey— have passed comparable,
pro-consumer legislation. Pennsylvania lawmakers now have
the opportunity to clearly affirm that our state supports
innovation and a competitive VoIP marketplace.
The bill is also necessary to ensure Pennsylvania remains
in line with Federal Communications Commission (FCC)
regulations, which has oversight in this area, and avoids
patchwork state-by-state regulations.
Moreover, the FCC has established a wide array of
requirements for VoIP services, such as E911 emergency
services; universal service assistance for low-income
consumers and high-cost areas, such as rural areas; and
compliance with legislation designed to ensure assistance
with law enforcement, while protecting public safety and
privacy rights.
Not only does Senate Bill 1000 ensure VoIP remains a
competitive product, the bill sends a clear message that
our state understands the role of competition for
developing new technologies.
